After the NATO summit in Bucharest, Romania in 2008 which committed NATO to accepting Ukraine into the bloc as a full member, the alliance established the NATO-Ukraine Charter with an Annual National Programme. In unison with that initiative, the U.S. launched the U.S.-Ukraine Charter on Strategic Partnership, which was updated last month.

In 2016 NATO created a Comprehensive Assistance Package for Ukraine, and last year made it an Enhanced Opportunities Partner.
