General Hecker is simultaneously head of NATO’s Allied Air Command. The heads of U. S. European Command and other American commands are also “dual-hatted” NATO commanders in related spheres and regions. Senegal has been groomed for a NATO partnership in recent years, participating (for example) in last year’s iteration of the Sea Breeze exercise in the Black Sea. Other participants – from all six inhabited continents – included Albania, Australia, Brazil, Britain, Bulgaria, Canada, Denmark, Egypt, Estonia, France, Georgia, Greece, Israel, Italy, Japan, Latvia, Lithuania, Moldova, Morocco, Norway, Pakistan, Poland, Romania, Spain, South Korea, Sweden, Tunisia, Turkey, Ukraine, the United Arab Emirates and the U.S.
